Neenah Public Library Library Board Meeting Minutes

May 18, 2005

Call to order
The Neenah Public Library Board of Trustees met on May 18, 2005, at 4:00 p.m. at the library. Members present: Jeff Hanes (President), Jan Sarnecki, Merry Whipple, Tom Widener, Beth Irish, Dan McIntosh, Judy Malueg, Nick Piergrossi and Lisa Hemes. Members excused: Jim Wiswall. Also present: Library Director Stephen Proces and Library Secretary Marcia Anderson.

Minutes
On motion of Sarnecki, seconded by McIntosh, the Board approved the minutes of the regular Board meeting of April 20, 2005. (Whipple and Piergrossi abstained.)

Library statistical reports
Proces presented the new statistical report format that includes all the receipt information - including collection agency information - on a separate page. He noted that the fine collection was up, probably due to the use of the collection agency. He thanked Library Secretary Marcia Anderson for her excellent job of keeping track of library statistics.

Bills for consideration
On motion of Sarnecki, seconded by Whipple, the Board unanimously accepted the April bill payment report.

Trust fund report
The March trust fund report, from the Finance Dept., was presented.

Neenah-Menasha reciprocal use
Proces explained that there is a specific formula used to calculate how much each circulation costs and that it varies for each library, that there is not an “average” amount. Currently Neenah and Menasha have a reciprocal use agreement for the citizens of each city to use each other’s libraries. Proces has been tracking usage of Neenah citizens at the Menasha library and vice-versa and presented a graph showing the usages. He will continue tracking the usage and keep the Board informed.

Hefti Trust scholarship report
Hanes thanked Sarnecki for representing the Board regarding the Hefti scholarships. Sarnecki presented this year’s information on the Hefti scholarships awarded. A total of 19 $2,000 scholarships were awarded to graduating seniors: 11 to Neenah High School students, 7 to Menasha High School, and 1 to Xavier. He noted that there were approximately 60 applicants and that this year the applicants were stronger than ever before. The scholarships are given on the percent of students at each school and are based on interest earned by the Hefti trust.

Proces pointed out that this is not “Library” money and that the library does not control this fund. Mrs. Hefti’s will named the bank as fiduciary and named the Library Board and Neenah-Menasha area High School seniors as the beneficiaries. Each year that no branch library is built, the interest earned is given out as scholarships. Including 2005, the bank has awarded $979,000 in scholarships.

Winnefox Library System director succession
Whipple thanked Malueg (President of the Winnefox Library Board) for the excellent job of running the Winnefox Board special meeting. Proces informed the Board that Malueg had allowed all parties to speak regarding the issue of the Winnefox Library System director succession within set time limits. He noted that many people spoke and that the tone was civil. The Winnefox Board will vote at the next meeting on how to proceed with the director succession. The Board discussed all the issues surrounding the pros and cons of maintaining a single director over both the Winnefox Library System and Oshkosh Public or separating the duties into two separate jobs.

WAPL Spring Conference
Proces informed the Board that the annual Wisconsin Association of Public Libraries Spring Conference was held at the Radisson in Appleton this year and that Neenah was in charge of registration for the approximately 300 attendees. He noted his appreciation to all library staff who helped out at the conference.

Next regularly scheduled meeting
The next regular meeting will be held on June 15, 2005, at 4:00 p.m. in the Carpenter Conference Room.

At 4:53 p.m. on motion of Whipple, seconded by Hemes, the Board voted unanimously to adjourn.
